BRETT JOHNSON
Brett Johnson is a regulatory services consultant at 5 Lakes Energy. He supports utility regulatory proceedings by developing cost-of-service analyses, allocation models, discovery requests, and technical testimony related to cases before the Michigan Public Service Commission.
Brett’s work focuses on translating complex utility data into quantitative analyses that inform rate design, revenue requirement reviews, customer cost allocation, and broader energy policy and regulatory decision-making. His expertise lies the intersection of energy policy, market analysis, and sustainability.
Prior to joining 5 Lakes Energy, he worked with organizations including ICF, Calpine, the University of Michigan’s Center for Sustainable Systems, and Ann Arbor for Public Power, where he contributed to projects involving renewable energy development, utility regulation, energy market modeling, distributed energy resources, and community-centered decarbonization strategies.
Brett has developed sophisticated analytical and modeling skills through work on hydrogen infrastructure planning, electricity market research, carbon management, and resource planning. He combines technical expertise with stakeholder engagement, helping bridge the gap between complex energy systems and real-world policy outcomes.
A LEED Green Associate, Brett is particularly interested in renewable energy finance, regulatory policy, and building a more sustainable and equitable energy future. Brett is a graduate of the University of Michigan’s School for Environment and Sustainability, where he earned a Master of Science in Sustainable Systems.
